He was the Telecommunications Manager at City Hall until 2006.

In 2005 he raised troubling questions about finances in his department, and other "irregularities" At City Hall.

His name is John Foddrill Sr. It was his job to oversee phone service at the City, including 911, 311 and most other aspects of telecommunications. He excelled at his job, even earning "employee of the month."

But then, he says, he noticed disparities in funds that were supposed to go to 911 services and other essential programs. Foddrill estimates, at times, only 75% of emegency calls got through. Money to fix the problems was allocated, but never arrived, Foddrill says.

The 60-year-old man brought these and other problems to the attention of his superiors. Instead of being commended, he was slapped down, and in February of 2006, when Civil Service protections were ended for managers, he says, he lost his job.

He wrote numerous emails to officials and law enforcement, outlining what he believes to be a massive amount of theft and fraud, and says he has documents to backup his allegations.

Still, he was frustrated in his efforts. Communications with the news media went unanswered.

The City Police Chief and City Attorney Michael Bernard launched the ban reprinted below.

Not only was he forbidden his civil rights, but previously officials tried to paint him as a nut. They sent police to interrogate and evaluate him for "mental problems."
